This is also why the software wont install. As a followup, I just purchased an additional copy of windows 10 pro and installed on a different PC which is running windows 10 pro It has the same issue.
The service shows as running in the services list too. The problem is they never show as added in the turn windows features on and off list. The DISM log shows them both as an unknown feature when the software I am attempting to install runs. I also was going to try enabling from Powershell but it says the features are already installed.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. I think you've done everything as pertains to those Features, that the problem must be in the underlying install, possibly a driver, maybe the install itself.

As I said I think you've done everything you can per those two features. The issue is likely in the underlying install. Updating drivers from the Device Manager or Windows Update is rarely enough.
